Sub: Complaint of physical abuse and torture of a Dalit woman named Shibani Sapui, a resident of Village Adiwasi Para Amratalla, Police Station Basanti, West Bengal and thereafter assault by a Police Officer and deliberate police inaction and attempt to hush up the matter.
HRDI is continuously receiving complaints from the Dalit women of Malda and 24 Pargana District of West Bengal that they are being harassed by hooligans belonging to other communities. Dalit girls are being raped and kidnapped in West Bengal. In this process, HRDI received a complaint by Shri Ranjan Sapui, husband of the Dalit women named Shibani Sapui, regarding the brutality and cruelty committed on his wife and also the subsequent inaction by the Police on this matter.
We are all aware of level of violence and the atrocities that Dalit women suffer in all parts of India and more particularly in West Bengal. They are the worst affected and suffer firstly due to their caste and then due to their gender. The Dalit women in West Bengal are suffering and no action and protection is being provided to them either by the state or the police.
We would request National Commission of Woman to take up this issue to provide justice to the aggrieved women and take cognizance against the police for not taking appropriate action and not providing police protection to the victim and the family members..
We are affixing a copy of the Complaint sent to HRDI, Copies of medical report of the patient and also the police complaint at Kolkata for your reference.
HRDI would appreciate if your good office summons the concerned BSP of Malda District and also direct him to provide adequate police protection to the complainant and other Dalit women of the area.
